Residential builder insolvency often results from cross-project cashflow stress. When funds intended for one project are absorbed into general trading accounts, delays and disputes can escalate into broader financial instability, affecting homeowners, subcontractors and suppliers.

PayLocker introduces a structured payment governance model designed to reduce this risk.

Under the PayLocker framework:

• Project funds are held in a dedicated, independently administered project account with an Australian banking partner
• Builders retain authorised, contract-aligned control of disbursements
• Trades and suppliers are paid directly from secured project funds

CEO - Founder

With over 50 years in the construction industry, Peter has built a career that combines hands-on craftsmanship with bold entrepreneurship. From apprentice carpenter to unlimited registered builder, he has delivered high-value projects and founded several successful development companies, transforming properties into sought-after residences. A calculated innovator, Peter has continually explored new methods — from prefabricated modular systems to automated construction technologies. In 2020, recognising that payment systems in construction were overdue for change, he founded PayLocker — an AI-driven fintech platform that links payments to verified on-site progress, mitigates risk, and improves liquidity across the sector. Self-funded and strengthened by strategic early investment, PayLocker is now set to redefine how builders and developers manage payments and deliver projects and provide confidence.

Mark O’Brien is a dynamic General Manager with nearly two decades of experience guiding startups and high-growth businesses through the complexities of financial services, regulatory licensing, and operational scaling. He has a proven track record in helping founders and boards design compliant business models, secure ASIC authorizations, and establish governance frameworks that enable investor confidence. Mark blends commercial acumen with hands-on leadership, building teams, systems, and partnerships that allow early-stage ventures to scale quickly while maintaining discipline. Known for his ability to bridge strategy and execution, he positions startups for sustainable growth in competitive and highly regulated markets.

Lester Bryant

With over 50 years of experience spanning engineering, construction, software development, and business innovation, Lester Bryant brings a rare blend of technical expertise and entrepreneurial vision. He began his career as an engineer in the 1970s and ’80s, building a deep foundation in design, problem-solving, and project delivery. By the 1990s, he had moved into business consulting, helping organisations achieve growth through strategic planning and operational improvement. Between 1998 and 2005, Lester worked as a construction consultant, recognised for combining technical precision with practical execution. In 2005, he transitioned into software development, creating tools that enhanced cost control and project efficiency. Since 2018, he has focused on quantity surveying, providing detailed cost analysis and risk strategies for complex builds. An innovator at heart, Lester has also founded and led several successful startups — translating his deep industry insight into lasting commercial impact.

As a C-suite exec she has helped turn around well-known Australian brands, built digital 1st brands both domestic and abroad, and led large teams, multi-million-dollar budgets, whilst building strong cultures and agency partnerships that enable the work to thrive all with a truth north of customer. She brings a unique mix of curiosity, commercial acumen, and is a digital native marketer.
